50 years ago: City Council faces budget battle
The Dublin City Council squares off with the mayor over the city’s $5 million budget. This story, and more, topped the headlines on this day 50 years ago.

Dublin City Council faces the option of ratifying a $5 million budget tonight after nearly two months of wrangling that resulted in a mayoral veto.
Mayor Robert E. Cochran said this morning that he had asked the city manager to advertise tonight’s meeting so that Council could take official action if they reach a conclusion.
Since he vetoed the budget which carried Council 5-2, the mayor has asked City Manager Ron McLemore to draft a budget from several proposals and present it to Council tonight.
The Mayor said that his proposed budget would not include $14,000 for data processing, the subject of his veto, but that this sum would be placed in a contingency fund.
Mayor Cochran also proposes to leave the total millage for schools and city operation at 20 mills, although the school millage would be reduced to 10 1/4 from 10 3/4 last year. If that is accomplished, the millage for operating the city would rise from 6 1/8 to 7 1/8, the increase to be placed in street resurfacing and drainage under the mayor’s plan.
The mayor sad that the budget alterations he is proposing would leave $30-$40,000 for resurfacing and drainage.
Alderman Joel Radney, who voted for the vetoed budget “with reservations,” billed the city’s street resurfacing program “obsolete” this morning.
Radney flatly stated that he will block any effort to override the Mayor’s veto by voting against a budget that includes money for data processing.
“I’m interested in saving the city as much money as possible,” Radney stated. He added that his vote in favor of the earlier budget proposal was only to “expedite” the adoption of a budget.
“I’m a person who likes to be for something, but I’m finding it very difficult to be for anything at City Hall anymore,” Radney stated.
Given a “no” vote by Radney on a budget with money for Data processing, two of the most controversial items in the budget, and the hardest pushed by McLemore, apparently will be dropped – the data processing and the
street lighting.
Mayor Cochran called the street lighting program “dead” and said his budget proposals do not include revenue or expenditures for the program.
Millage rates which may be set tonight are not for sure to be the final rates. Both Cochran and McLemore stressed that the possibility is strong that the the State Revenue Department may require the city’s tax digest be factored upward, thus meaning a reduction in the millage which Council may set tonight.

DUBLIN POLICE PLAN RESIDENCE CHECK
The Dublin Police Department would like to conduct a security check of Dublin residences as a precautionary measure against the increase in house burglaries which generally comes about this time each year, according to Edd Bell, Police Crime Prevention Officer.
As part of the check, Officer Bell would survey homes for proper security measures, such as door and window locks, and outside lighting.
Persons who would like this service should contact Chief Vernon DeLoach or Officer Bell at the police department.
Calls should be made to 272-1620, the city hall switchboard.
“This is the homeowner’s chance to find out if his home is as safe from burglaries as it could be,” Officer Bell stated.
Last fall, a rash of house burglaries was reported in the Dublin area, and thousands of dollars worth of property was reported missing.
“Dublin is not a high crime rate area, and we’d certainly like to keep it that way,” he said.

WEST LAURENS WILL OPEN SEASON
Junior quarterback Mickey Byrne will guide the Raiders of West Laurens against Jeff Davis’ Yellow Jackets on Friday night when the 1975 football season opens for Georgia high schools.
Byrne 6-foot, 163, has been the undisputed number one quarterback at West Laurens since the departure of Steve Brown, who graduated this spring.
Interestingly enough, Byrne is returning to a role he is accustomed to, although it has been fourteen games and nearly two years since he had the signal calling spot sewn up.
As a freshman, Byrne quarterbacked the first six games for the Raiders, winning each game. At midseason he was replaced by Brown, who directed the Raiders through the remainder of the 1973 season and throughout the 1974 schedule.
Now Bryne is back home at the engineering slot, and head coach Tom Wilson feels real good about his quarterback.
“Mickey has done a real good job for us. He’s a real dedicated football player and a real contender. He’s been a solid performer for us. We expect him to take charge of the offense and run the show on the field,” the coach commented.
Byrne has been selected one of the three game captains for Friday night, along with senior split end Barry Boss, 146, and junior tailback Buzzard Edmonds, 180.
Wilson is high on Boss’ ability as a receiver, as well as his down field blocking. On defense, Boss will be seen at safety.
Of Edmonds, the coach said, “He’s all around very versatile, knows every position in the backfield and could play every one of them well. He will be seen as tailback and cornerback on defense.”
Coach Wilson announced one lineup change for Friday. Gary Starley will be sidelined with an injury, and in his place at offensive guard will be Jock Cox, 169, junior.
Little is known about Jeff Davis except that they are likely to be tough, if history is any lesson.
“We expect them to run a wishbone offense, and we feel like they will run some type of 5-4 goal line defense,” the coach said.
Jeff Davis will be coached by a new head coach, Tony King.
Someone will be at the gate on Friday night selling memberships in the West Laurens Athletic Boosters Club, Cy Dozier, membership chairman announced.
Boosters will be admitted free to the Jeff Davis game by showing their membership card.
JOSEY 11 TO GO BOTH WAYS
Josey Christian Academy coach Barney Hester has selected his starting lineups for Friday night’s home opener with Barnesville Academy, and the offensive and defensive units turned out to be comprised of the same 11 boys.
Kickoff for the tilt at the Josey Academy Field is set for 8:00 p.m. A chicken bar-b-que supper will precede the game, sponsored by the Booster Club.
In this first non-region tilt for the Warriors, who will play in Region 4-A of the SEAS, the offensive unit will be the following:
Stacy Shepherd at split end;
Jeff Graham at tight end;
Alan Crow and James Sharp, tackles;
Keith Aaron and Tim Graham, guards;
Dent Yates, center;
Jim Graham, quarterback;
Danny Brown, fullback;

Josey Academy stopped Barnesville last year, 20-6, and nipped them again, 8-0, in the one quarter played against them in the Spring Jamboree.
IRISH OPEN PRACTICE
The Dublin Irish opened practice for their 1975 football season yesterday at the Shamrock Bowl with 34 candidates competing for starting positions on the offensive and defensive units.
Looking for placements for the 11 seniors who graduated off last year’s group that enjoyed a 7-4 season, counting the Region 3-AA playoff loss to Americus is the first order of business for the Irish coaches.
Departed are all three of last year’s co-captains, Stan Couey, Guy Cochran and Don Edwards. Also gone are Bob Davis, David Brack, Tony Prosperi, Billy Adams, Jeff Sims, Blan Trollinger, James Brantley and Victor Stuckey.
An experienced offensive 11 returns, including quarterback Steve Edwards, running backs Eddie Dudley, Pat Hodges, and Herbert Blash; Stan Stanley and Bill Pollard at guards; tackles Bill Larsen and Greg Blue; and ends Dallas Allen, Freddie Burch and Greg Rooks.
Edwards, David Adams, Dudley, Arthur Robinson, Raymond Walker, Alan Crabb, Larsen and Allen will form the backbone of the defensive unit.
Assisting Coach Simonton again will be Travis Davis, line coach, and Richard Johnson, backfield coach. Also working with the varsity until the”B” team and 7th and 8th grade team begin workouts are Doug Metts, Earnest Wade, Taylor Lovett and Alan Yauck.
Managers this year are Jeff Lindsey and Ken Shradar.
NEW STUDENT REGISTRATION
August 20th has been set as registration day for students living in the Laurens County School area who did not attend one of the county schools last year, but wish to enroll for the 1975-76 school year.
Students will register between the hours of 10:00 a.m. and 1:00 p.m. at the school they expect to enter. If a person desires to register prior to this date, he may call the school and make an appointment.
Parents of kindergarten and first grade children must register their children on this date if they have not previously registered them. They will need to bring birth certificates and immunization records.
Other pupils will need to bring last year’s report cards.
AIRMAN LINDSEY SELECTED
Airman Timothy Lindsey, a 1975 graduate of Dublin High School, the son of Mr. and Mrs. Henry N. Lindsey of 212 Robert Street, Dublin, has been selected for technical training in the U.S. Air Force Aircraft maintenance field at Chanute AFB, Illinois.
He recently completed basic training and has studied the Air Force mission, organization, and customs, and received special instruction in human relations.
JOINER – TAYLOR ENGAGEMENT
Mrs. Ira D. Joiner of Dublin and Mr. Darriel Joiner of Lafayette are proud to announce the engagement and the forthcoming marriage of their daughter, Sheliah Kay Joiner, to Davis Howard Taylor, son of Mr. and Mrs. Perry Edge of Dublin and Mr. Robert H. Taylor of Thomaston.
The bride-elect is a 1974 graduate of Dublin High School and is presently employed by the Veterans Administration Center in Dublin.
Mr. Taylor is a 1973 graduate of Dublin High School and has attended Georgia College in Milledgeville. He is employed by the Dublin Police Department at present.
Their wedding will be held at the First Baptist Church in Dublin at 3:00 P.M. on October 11.
